I've already followed this guide on fixing the issue, which sadly didn't work:

I launch MKWii and it gives me a black screen. No controllers connect, and I'm forced to hard shutdown my Wii.

Here's a syscheck:

@Winkado What drive are you using?
Are you having issues with just this one game or ithers as well?
Are you using the disc or a wbfs image to launch the game?
You should re-do the cIOSs like it shows in here, or just drag & drop the syscheck file into ModMii..
You have a lot of unnecessary junk (cIOS's) installed on there.. don't know if they're canceling themselves out or not..

I am using a 32Gb usb flash drive.
I am using a WBFS image downloaded off of the internet, my original disk is scratched.
I have already manually reinstalled the cIOS-s seen in the guide.

Apparently flash drives are supposed to be wonky or something. Never a problem I had, but a lot of people report that they are so it might be that.

What could I do about the "unnecessary junk" on my system? Is there a way to delete it?

I am using a 32Gb usb flash drive.
Is it formatted as Fat32 or as wbfs?

You should try another wbfs file just for the sake of testing.
I have already manually reinstalled the cIOS-s seen in the guide.
After or before you made the syscheck? Just redo it, there's nothing to lose..
* I have tested Mario Kart and Brawl
Both black screened? Just try a small game, again just for the sake of testing..

Not sure if there's an easy way to do it other than manually going through each one..
@XFlak What do you think he should do about it?

Does the usb flash drive pass the usb initiation screen (without showing the countdown), when you first launch USBLoaderGX?
Btw, i recommend using this modded version of usbloadergx by @blackb0x
It could be just an incompatible drive. If it's still wouldn't work after you reinstall the cIOSs, you can formatting it as wbfs with WiiBackupmanager..

It is formatted as Fat32, and Brawl black screened as well. I did the reinstall of cIOS before the syscheck, and I'll make sure to try another game

Also, the same copy of Mario Kart runs just fine on dolphin, I doubt that's the problem.

His cIOS249 and 250 are currently the reverse of what they should be, but it makes no difference. In fact ModMii and wii.guide will probably be switching back to recommending base 56 in 249 and base 57 in 250 for reasons I won't get into now (which aligns with his syscheck). Ultimately it makes no difference, if your 249 doesn't work then switch to 250. So long as the OP has tried both 249/250 then it makes no difference which is installed to which slot.

251 being base 58 is not a big deal either; we recommend base 38 now as it provides usb keyboard support for animal crossing whereas base 58 does not (but both base 58 and 38 can play spongebob's boating blast); and he has this is slot 246 anyway

technically you could remove all cIOSs except d2x base 56/57/38, but having the other ones installed doesn't hurt anything, it may just take up a bit more space (i.e. in his syscheck you could remove everything from IOS90-IOS248, and optionally change 251 to base 38 instead of 58)

It's unclear what's going on with his system menu IOSs based on the syscheck, but it's probably fine.

So long way of saying the syscheck looks good enough; if you want to improve upon it slightly drag and drop it onto modmii.exe.

In terms of testing games I would not start with SSBB as it is dual-layer and some tools can corrupt it. Better to confirm a different game is working, then after you confirm other games are working move on to trouble shooting SSBB.
