Its the developers that have done this, not any particular censorship body.
There is a point where things can get so bad even the developers decide its too much and tone it down a bit, especially considering the amoutn of 13 year olds who play CoD 24/7.

I know 8 year olds that play Games like this, so this is probably a good thing, and anyways, like Terminator02 says, the games aren't about blood and gore.

CoD has been going in that direction for years. I mean in MW2 there was a level where you had to kill a bunch of civilians in an airport. Honestly I didn't play the campaign in MW2 because of this sure you could skip the level I believe but the idea is just wrong. there is a line that shouldn't be crossed I think and as much as I hate to say it but video games like this do actually De-sensitize the importance of a human life.

They should just make an option in the game to configure this stuff. If they can't do that, due to size limitations, at least sell two different versions for people who get excitement from this kind of activity.

if you put it like that, all fps games de-sensitize human lives. it's just that this one turns the violence a bit up.
except for if you play a game where you have to shoot at aliens
