I believe it's one of many games that are created with M.U.G.E.N.http://en.wikipedia.org/wiki/MUGENhttp://en.wikipedia.org/wiki/MUGEN. It's a fully user-customizable fighter constructor.

The dark guy is a color edit of Ken from his Street Fighter 3 sprite, everyone else is from Rival Schools.

Actually, its an edited version of Ken from his Capcom vs. SNK sprite. Hinata is a custom made character from Rival Schools with a sprite style similar to Capcom vs SNK...

M.U.G.E.N. is pretty awesome, some people go all out with the custom character stuff, it can make some interesting scenarios
