Yes. Without a flashcart TWiLight Menu++/forwarders (both based on nds-bootstrap) are pretty much your only options.
My personal opinion on this:
Since the compatibility has improved A LOT, TWiLight Menu++ is a valid answer to the initial question while bickering about different flashcarts is not.

Advantages:
- Drag and drop – plug and play. Easy.
- Near perfect compatibility without patching ROMs
- ntrboot for repairing a severely softbricked 3DS
- Drains the battery
- Costs money and needs a second micro-SD
Advantages:
- Free – software solution; only uses the console (micro-)SD
- Good for the battery running time
- Optional using DSi clock frequency (133MHz) and better audio.
- Slightly more work setting up and newer ROMs have to be patched because of anti-piracy “features”
- Using a different DS system with your games and saves is a bit more work than inserting a flashcart into another device.
