Hacking best cfw for 9.0 N3DS XL

Hi, I just got a N3DS XL 9.0 firmware and would like to know the best CFW for dumping/installing roms as CIA files (if possible). I would also like to know if there is any cfw that allows for emunand for the N3DS as I do not always have a net connection and do not own an android phone for the gateway exploit. I own OOT3D and intend to use OOT3DHax. Thanks in advance
