Is it normal for the backup operation on n3ds to have no progress bar? Been sitting here for a few minutes, confused. Should I reset and try again, or just let it continue?

Yeah, the New 3DS's NAND is huge compared to the old one (some models have 2GB, others have 1.3 or something). Just wait for a while.

Wait a good 2-3 minutes before turning it off. It definitely takes a while longer than the old3ds for the progress bar to show ( it should show though ).
