Are you still able to randomize pokemon on pokemon sun and moon? and if so how because braindump keeps failing to dump my game file right at the end

In depends if you are on o3ds or new3ds. You can for sun and Moon on n3ds, not on o3ds unless you have cfw. You can randomize Oras and xy fine on o3ds.

If you can run arm9 code, wouldn't just using Decrypt9 or Godmode9 be better? IIRC, braindump struggles with some encryption types. (I haven't ever used it, mind. Due to the aforementioned tools.)

Decrypt9 doesn't dump to CXI(?).
