Are there any rom hacks for playing Sonic Rush on one screen? I don't particularly like the gimmick, I find more mildly annoying than interesting

Existing. Not that I am aware of.

There are some fairly generic forms of the screen swap hack you could make in a hurry.

Would not be out of the realm of reason to figure out how to detect what screen is "active" (the OAM handling routine would have to know) and swap accordingly either.

Beyond that you probably get into big boy hacks.
