You are kinda wrong you can inject a gbc emu and rom into a legitimate gba VC title there are a huge number of them over on that site we can't mention on here.
Aren't they using Goomba Color for this? That's certainly not optimal if so :P

The best thing to do is to Homebrew the vWii side, install VBAGX there (complete with channel forwarder), then on the Wii U side, install an inject that connects to said channel forwarder, allowing you to completely use this emulator with your gamepad. You can go here and download the inject for VBAGX under "Multiple Emu's and Wii U tools injections". This, of course, also requires homebrewing the Wii U in general beforehand. Lots of great videos out there on that.

EDIT: Also, for anyone wanting to make individual VC injects, go here. UWUVCI is the simplest injector I've found!

Just use Retroarch! It basically has emus for every retro system, even stuff like Virtual boy. GB, GBC, GBA, you name it. Pretty much everything before PSX is available, and I'm fairly certain a core for PSP is in the works too.
