ROM Hack Are there any .3DS ROM editors for OR/AS?

I've tried looking around and could not find any, so are there any ROM editors for OR/AS that works on a .3DS format ROM? If there aren't any now, does anyone have plans to make one any time soon?


2nd question: Does anyone know the hex address for a Pokemon's type combination for the Star Sapphire .3DS ROM hack?

You need to extract the ROM. This can be done with Asia81's "Pack Hack". He's got a tutorial on it anyway.
