Are PAL versions of games easier to emulate than NTSC?

I don't know if this was asked before but it doesn't hurt to ask again. I'm at desperate measures to emulate hardware-intensive games on PCSX2 such as WWE Shut Your Mouth and Mortal Kombat Armageddon, i can only ever get about 50 FPS or so, and even then its choppy in speed and sound. But then it hit me that PAL games run at 50 FPS rather than NTSC's 60 FPS.
So can it be possible to run games at the highest framerate if they were PAL versions?

I'm pretty sure it would run at 41FPS then.

Wasn't the PAL 50/NTSC 60 thing Hz? Not FPS?!

OP just learn to blink in between frames, mute the game and listen to classical music.

    Fixed.
