Hello all the last time I hacked my 3DS was around 4 years ago maybe during 2015. My O3DS XL is on version 4.4 and I have to go into the Nintendo DS profile for it to launch into Emunand. Its currently running RXTools. Is there anyway to update from here to the latest CFW without losing all the games that I've downloaded and the saves?

Got it. So pretty much my entire CFW will now be on System NAND on the latest version correct? Is this more safe than what I got right now? Or should I just leave the current CFW that I have as it's been working fine for me before.

It is highly recommended that you follow the above guide. It will put everything onto your sysNAND (no more emuNAND), and you will be able to update to the latest version (currently 11.10).

Is online mode still forbidden?
No, online play is relatively safe (as long as you're not cheating online). The following steps are recommended but probably not necessary at this point:
There have been reports of a wave of bans being handed out to CFW users by Nintendo. To protect yourself, please do the following steps before starting this guide:
  1. Go to System Settings, then “Internet Settings”, then “SpotPass”, then “Sending of System Information”
  2. Disable the “Sending of System Information” option
  3. Exit the System Settings
  4. Go to your Friend List (the orange Face Icon in the top row of your Home Menu)
    • If you receive an error and are kicked out of the menu, the Friend List setting is either already disabled or your console cannot connect to Nintendo’s servers (due to a ban or connection issues)
  5. Go to the Friend List settings, then “Friend Notification Settings”, then “Show friends what you’re playing”
  6. Disable the “Show friends what you’re playing” option
  7. Exit your Friend List

The steps you linked to really aren't necessary there has been zero reported incidents of people being banned for anything other than

1.Cheating online
2. Playing a online game before realese
3. Using a stolen credit card in the eshop

No, there was a mass banwave in May 2017. It hasn't happened since, but it got a significant number of people using CFW. They were probably detected by the use of illegitimate apps (FBI, etc.) online and with the aforementioned settings turned on.

there is zero evidence of that being the case. When people who got hit by the ban wave got asked what they had been doing the vast majority had previously played at least one online game before it realese date. There was a huge discussion about this on the temp a few months after the ban wave happend and most of the homebrew devs all agreed that the bans were for playing games before realese and nothing else.

So I got up to this step. I made sure I pressed the A button on the show nand or user string in system settings, and the pressed start. After that it booted me to my main menu. I'm not sure what this really has done and don't see any changes. Can I proceed forward to updating my system as that is now the next step.
"
Section IV - Configuring Luma3DS
  1. Your device should have rebooted into the Luma3DS configuration menu
  2. Use the (A) button and the D-Pad to turn on the following:
    • “Show NAND or user string in System Settings”
  3. Press (Start) to save and reboot
    • If you get an error, just continue the next page"

You won't see any changes as long as you got the luma config screen before pressing A then you are good to continue on.

When you are done setting it up (luma installed to sysnand), be sure to create a backup of the sysNAND using GodMode9. Do not skip that step. Sometimes Luma3DS can mess up during certain obscure configurations so having a sysnand backup should be considered essential just in case.

There was a huge discussion about this on the temp a few months after the ban wave happend and most of the homebrew devs all agreed that the bans were for playing games before realese and nothing else.
Several things:
  1. There is a lot of evidence that these settings had at least some significant effect, given the survey results.
  2. The vast majority of people who got hit by the banwave were not people who played games online early.
  3. There was never a true consensus, but most of the people who knew what they were talking about agreed it probably had something to do with using illegitimate apps while online, merely having illegitimate apps installed and being connected to the internet, or something along those lines.
  4. There was never a true consensus about the aforementioned settings. Some claim that Nintendo could get the information in #3 with or without the aforementioned settings. However, the survey results showed that there was probably a significant effect in having those settings on or off.
Anecdotally, I setup CFW on a lot of 3DS systems belonging to other people, and many of them got banned in May 2017 despite having no idea how to even launch homebrew. They got banned because a.) Illegitimate titles were present on the system while they were connected to the internet, or b.) Illegitimate titles were launched while they were connected to the internet (unlikely). All of the aforementioned settings were also turned on.

Alright guys I'm getting a little worried. Everything seemed fine, I removed the SD card and booted off my 3DS to place some new files into the SD card. I then booted my 3DS back on to check if it said Sys 4.4 when I go to Settings and it did say that. I then turned off my 3DS and reinserted my SD card once turning it back on I held the start button but it didn't end up turning on. Instead now when I click on the power button it flashes blue for a second and turns off.

Do the transfer boot.firm to nand then 2ds will boot without SD card

You are missing important files from the sd card you need to keep all files on there until the very end.

I'm really confused. The 3DS won't turn on with or without the SD card. I haven't deleted any files from the SD card as well.

Well, from what I've heard from my parents, he had a seizure last night, perhaps an epileptic episode, fucking died, had a near death experience, my dad called the paramedics, they showed up, took him to the hospital, and he woke up covered in tubes, and started complaining.
