Hacking anyway to make PAL/NTSC channels work on Jap wii?

I want to ask if there is a way to make news/forcast channels work on jap wii

is it possible anyway?

also, I was able to get my wii online, but I couldn't make the shop channel work, it gives me an error and gives
me the option to go back to the wii menu, the error says something like "arimasu" which means exists, any idea what they mean?

PS: I do not plan on using the wii region changer
