so Freeshop is dead ,but i have CIAangel left and can i still use it to download 3rd party games?If its dead too then is there any homebrew left that allows the user to download 3DS roms directly on the console without using a PC ?

No. All CDN downloaders are dead. You HAVE to use other sources if you want pirated games.
