Hacking Anyway to compile a Game Update into a CIA?

Hey guys. So I recently decrypted my 1.1.5 smash update and modded it with Custom Music. The thing is, I can't really compile it back. I've tried the 3DS to CIA converter, but it just shows up as a normal game instead of a title. Is there any tools that can just compile something as a CIA?
