if your talking about teh games, then Freeshop/ThatISOSite,

if you mean completing thinsg like the puzzles? Not sure, if you want to complete tehe puzzles easily atleast there are always Homepass Servers to generate you 8~10 streetpass hits every 8 to 10 mins. cheapest way to set one up is a RaspberryPi 3 w/ SpillPassPi SD Image

edit: i'm a freakin Dumbass, ok you want the games atleast (i cant help ya w/ the VIP Stuff) yea just use freeshop to grab the "DLC" but like any DLC everytime you enter eShop, you will haveto reinstall it!

If you want to edit the save info like puzzles, population, etc you can use this. If you want to get the paid games then that's all on you, literally a google search will answer your question
