Database errors on a website are almost always going to be the fault of the site itself (or whoever runs it).

The first one means that they haven't configured their forms to use a database, or maybe the database is missing. Only whoever runs the forums can fix it.
The second means that the database was basically too busy at the time (like a busy server). GBAtemp used to get similar errors before the recent server move (massive upgrade). This usually fixes itself after a while, eg. keep trying, but whoever runs the site can do things to help prevent it.
