Not in the way you're thinking of (except DS-mode DSi and 3DS flashcards, which have a full copy of an exploitable DS game in internal memory); flashcards have their own processor that loads a file from microSD and simulates more (Sky - even the red version was never patched, they had to invent new commands that obviously weren't emulated) or less accurately an original card!
