There is no direct way to get access to the entire pokebank without actually paying for it. You can come close with phbank (a homebrew alternative) and by using pkhex for transferring (requires twlsavetool to extract ds save files).

There's phbank as mentioned before, but it is silly to inquire about getting Pokemon Bank for free on CFW. It's only $5 a year plus tax.

Echoing what people have already said, you cannot pirate Pokémon Bank because it's an online subscription service. Just use PHBank or PKHeX. I personally use PKHeX because it allows one to backup entire save files, clone Pokémon, edit Pokémon, transfer Pokémon between save files, and anything else you could possibly want it to do. PHBank works great for offline storage but nothing more.
