I want to know if the games I have are from US or EU, either on my PC end or the 3DS but I would greatly prefer to have a way to check on PC first before installing on my system if possible.

Yes you install .CIA for the first time using FBI, you will see a "Unique ID" on the top screen(inside FBI). Check this Unique ID and paste it here: http://3dsdb.com/ You will see whether the game is EUR, USA or JPN.
