Hardware Any Utility or method available?

I am looking for a decompressing utility that will either work for GBA & GBC or just GBC. Is there any out there that work with Windows that don't have dead links? If not, is there any way to decompress it manually with a bat file or something?

All GBA roms bar some homebrew are all bundled together in the rom, same for nearly all systems that use cartridges.

The only thing available is a disassembly trick to get the binary (the first command is at 00 and it is a jump so follow it (the rest is just the header), the next set of commands is IO stuff and the first jump after them to a location in the 08XXXXXX region is the start of the binary proper.
