Since ninjahax hasn't been compiled/updated for 11, and SmileBasic and Freakyforms have been taken down, are there any recent doable primary exploits for homebrew as of today, july 20th?

If the answer is no, I have a followup question: there must be some way to extract/dump gamedata into a game file for a virtual copy of the game without using homebrew isn't there? I'm just trying to use PKhex, but can't get homebrew running. But I don't have a physical cartridge of pokemon that homebrew needs to extract the data from. Isn't there some sort of stand-alone PC software that will do it if everything is accessible from the memory card?

Not unless you owned the previous hacks from before.
Otherwise, your only option is to find a secondary entry point that you can physically buy, like OoThax.
And, no, you will need either a homebrew save tool or a physical copy with Powersave

how is it possible that there's no way to access the data if I can put it into my computer? Specifically why is homebrew necessary for that step?

The data in the "Nintendo 3DS" folder your SD card is encrypted. Messing with that folder without homebrew can cause issues. Homebrew and save managers get around that encryption, iirc.

The data is encrypted and your computer can't decrypt it, the 3ds only has the keys to do that.

Because encryption.
Your best bet for *hax is to find a copy of Oot (doesn't matter what version, just as long as it's physical) and send it to someone on the Temp willing to install OoT3DHAX on it. Or buy a copy from someone with OoT3DHAX pre-installed.
