I've never heard of an slr file.
I honestly would just look for the .nds version of the files instead.

Srl files are the official nintendo formats afaik.

They can be found in WiiU NDS Virtual console games in a rom.zip folder.

I was fiddling around with the SDK and found some developer apps. Testing them in no$gba and my r4.
