Since you mention you can install it as a cia, you must have a CFW. Why not just make it yourself, with the EU original rom, and make your 3ds region free?

An NTR plugin is not a rom, just requires the patched files
Do you, or can you, use HANS? Because I think all that does is overwrite some game data and doesn't require sending you the game file. You have to own ACNL on either game cart or eshop for it to work.

Well, first of all, it seems rather foolish to be offering money for something that you can do yourself with a bit of labor. I'd help out (not for the money, of course), but as a few others already said, it's not allowed to be sharing those kinds of files since they have copyrighted content.
You should probably just follow the guide in the thread or maybe this guide (starting from the part it says "Rebuilding") to make the .cia file.
I'm just hoping you're not jumping the gun & forgetting that you need a CFW for that .cia file (or HANS + AC:NL if you just have homebrew); 'cause you need that.
