Seeing how it's formatted, it's probably just patched files meant for use with Luma's LayeredFS (Game Patching).

Yep, use it with layeredfs (/luma/titles/{titleid}/romfs/{extract so that layout folder is here}), or if you are bored enough you can use it to build a custom cia/3ds
