Is there any obvious reason or fix as to why I can't do most things on my island like fly or use ABD since I'm "not a resident"?

no, i started fresh, and dumped a bunch of stuff onto the fresh save after finishing the tent and first day.

Start again, and wait until you can use the airport, just make sure to only inject map files not save files

Dont change island/resiendt name
Dont change flags
Dont just give yourself everything, make sure to uncheck the "diy" for extra slots, customization, cooking and reactions
Dont add villagers randomly at first, let the game fill automatically and after that switch the villager if you want
