Feedback "an exception occurred arm11 (core 1)" when starting up specific game

Booted up my 3Ds today and Ocarina of time wouldn't boot up and would say "An exception Occurred" I've looked online for some answers, I've tried importing a seed, and getting a new cia. the European Region works but I need North American Version since the Randomizer is region specific.
I've tried running the game without the randomizer installed and it still crashes. the only time it doesn't is when game patching is disabled.
Any help would be appreciated
Edit: I've also checked other games and they run fine as well, its just specifically this one game.

If the game is not corrupted, the only thing I could think is the import seed solution. Or maybe any luma patches applying?

Make sure to delete your original save from the system or it could create/cause problems with the mod itself.
There's no seed for Ocarina 3D.
Make sure the mod files are inside the Luma folder on your sd card. And i'd assume that the Cia file of Ocarina you are using is not patched with the Randomizer mod already, or that also cause problems..
