AMD FirePro M4000 and HDMI Out

I'm attempting to connect my Dell Precision M4700 to my Sharp 640U television through HDMI. I am able to accomplish this with an image appearing on the screen, but it is smaller than the screen itself with black bars around the outside.

After checking, I am sure that the laptop is outputing a 1080p signal. from reading around, the issue seems to come from "Display Scaling" or overscan settings AMD graphics drivers, with the solution being to adjust them in CCC.

However, my laptop uses a AMD FirePro M4000 GPU, and I can't figure out a way to install CCC for it. The CCC installer offers to install the installer [WTF!?], but never CCC itself.

Is there any way for me to force an install of CCC, or another alternative I can pursue (I'm pretty sure most CCC settings can be configured manually in the registry)?
