Homebrew AL9H 11.3 can't launch homebrew launcher

I finished most of the process of installing arm9loader, I just need to use dsp dump but whenever I load into HBL it gives me a red bottom screen and then both screens go black. I've updated my "otherapp.bin" to match the console firmware but it still isn't resolved.

I believe I do but I'll reinstall it

Might be your boot.3dsx having the issue.

I downloaded a fresh boot.3dsx from http://smealum.github.io/3ds/ and it resolved the problem. Thank you
