Are newer firmwares ever expected to be supported on N3DS emunand or are we stuck at 9.5 forever?
I have a backup for my SD i made after I backed up my nand.bin
Just use Emunand9 or Emunand Tool to inject it back.
then how did the OP update his emunand to 10.3?
That is his issue. Black screen when the update happened. OP doesn't have 10.3.

So what do I need to do ? DL Emunand Tool, and inject 9.2 on emunand ? I don't understand
He probably manually updated through the settings instead of updating via sysupdater with the update packs.

Yeah basically. I suggest Emunand9 as you can boot it up as homebrew and you can make a clean reformat.
how would you recover emunand when it does not even start? (black screen)?
So, I put my SD in the computer, I start emuNAND tool, I use the NAND.bin I backed up and inject it to my SD card. After that, will I have to do all steps again ? Or will I simply boot in RX 9.2 ?
That's what @Aternel is trying to do. Restore from an old backup or format the Emunand again.

I don't think I have that one.. >< I only have NAND.bin and EmuNand9.bin
