it's something currently in test. It will be fully explained when officially released.
don't worry if you see new element appear/disappear in different place on the forum, it's still in testing phase (it needs test to see if it's working good with all themes, etc.).

No, the admins worked really hard on a new feature so they're gonna keep it secret and never explain it ever so we can all go crazy wondering what it is that they've done.

(it looks like its still being tinkered with, so I'm sure we'll hear something soon!)
