OTP Helper verifies the 2.1 downgraded emuNAND or the 2.1 flashed emunand turned sysnand?

Both. It verifies the downgraded redNAND//emuNAND, then flashes it to your sysNAND, then once that's done it verifies it once again. Takes longer on n3DS as it also does the unbricking.

So any word. I have a N3DS w/9.0.0-20U and want to do a9lh as well. do I follow the guide to "downgrade" to 9.2 (even though that would be an update) or do I just install menuhax and proceed to do the 2.1.0 downgrade etc? I'm following the new guide that is 3-4steps only. thanks in advanced just don't feel like ruining my 3DS and this is the only thing that confuses me about the whole setup.

you could just go to the guide and read the steps for that firmware, which for 9.0 you only need browserhax/menuhax. If you just read the first step it gives links on what you need to do for each set of firmwares.
