If you are developing for the 3DS, you should go onto the generic developer website (https://developer.nintendo.com/) instead of signing up for just the Wii U dev stuff (https://wiiu-developers.nintendo.com).

Fun fact: They called me when the power was out and my phone was dead so I called back and left a voicemail. It's been two weeks since then! By the time I get a call back i'll say fuck it because I could be developing for the NX xD

and i havent..err.. probably won't get a call from them, so i have no idea.
