Sounds more like the wii hardware is damaged, because it's everytime there, not only in system menu.

You can't fully delete homebrew, nintendo will find it, if you want or not.

Do you have a usb drive attached? I've had a problem before where a usb drive with a bad power supply was causing screen and sound interference.

USB Drives sometime cause interference also, even if it´s too close to Wii console.

You can't fully delete homebrew, nintendo will find it, if you want or not.

You can, by formatting it.

So the buzzing sound isn't coming from the TV, but the Wii itself whenever a disc is spinning? Then I believe I had this problem on my launch Wii (after over a year of no probs). It ended up being just minor disc drive damage that had no impact on anything, cept making that obnoxious buzzing sound constantly. Trying to fix it myself ended up in a busted disc drive and a trip to Ninty.

formatting is dangerous and leaves a ton of homebrew on the Wii.

Yes, but they rather than "see" onscreen what Wii had installed, they open it up, then do diagnoses to NAND (wii´s main memory chip)

If you want to remove homebrew do the following:
update through Nintendo to the newest system menu, install all IOSs on nus to your Wii, even the stubs. Uninstall such things as custom channels and priiloader and last but not least uninstall the HBC and it's savegame and bootmii boot2 if you have it.
There, done. There should be no trace of homebrew left.
