The System Menu wad I have says v449. Is that different than 448?

Yes, quite.
448 for NTSC-U, 449 for NTSC-J, and 450 for PAL.
NTSC-U is North America, NTSC-J is Japan, and PAL is Europe
But like both longtom1 and I have said before, use dop-IOS MOD, not some random WAD file you picked up off the street. dop-IOS MOD will tell you exactly what you're installing and will get it straight from the official Nintendo Update Server.
