To answer your question about the Luma config menu: You hold select immediately after pressing A on the Homebrew Launcher, or whatever you use to load Luma.
You keep holding select while Luma is booting, until the boot menu shows up. If it doesn't show up and just goes to homemenu, then it didn't work.
To answer your question about Luma sysnand version in the System Settings: That setting is in the Select menu, as "Show NAND or user string in System Settings".
As far as the OTPless method is concerned: I'm going to say to AVOID using OTPless, unless you can pay for a hardmod repair, and don't care about not having your 3DS for a few weeks.
OTPless currently bricks a small, but completely random number of systems, for reasons that cannot be predicted reliably.
If you want to risk OTPless, do take a full sysNAND backup prior to doing it. But, I wouldn't recommend it, you are in a good position at the moment to wait for sighax and still have CFW.
In your position, if you have a full sysNAND backup, you will be able to repair, or have your 3DS repaired, with a hardmod, and there are a number of people who provide the service here on GBATemp, on /r/3dshacks, and in the 3DS Hacking (soon Nintendo Homebrew) Discord.
ARM9Loaderhax installation is not very complicated, it's just lengthy, somewhat tedious, and requires reading and following The Guide to a T, not skipping any steps.
