2: Is it safe to install game updates via eShop (for example Super Smash), or should I install the .cia updates with DevMenu

3. 3dzs are safe as long as you have a private header on them. Cias are safe as they don't require a private header and use your console's header. They're both safe as long as you have a private header for the 3dzs. If you don't have a private header for the 3dzs, stick to cias.
