Can .3dz,.3ds, and CIA files stored on the gateway MicroSD Card be played?

You need to use the blue card or any other DS flashcart.
If you're in sysnand firmware 4.x, the blue card works fine.
If you're in sysnand firmware above 4.5, the blue card is blocked and you need to install a CIA file into sysnand that unblocks the blue card. Or use a different DS flashcart that works in recent firmwares.
.3dz/.3ds roms are stored in the mSD card that goes inside the red GW card.
CIA files are placed in the SD card that goes inside the console and then they are installed with bigbluemenu/devmenu. After being installed, you can delete the CIA files from the SD card. They're like archives that store files.

I wonder if it is impossible to hack the eshop accounts of the 3ds'es, so that you could add funds however you wanted for free, that way you both aided Nintendo (by purchasing their overpriced eshop games) and got almost all the games you wanted for free.

Just got my Gateway today. Every time I try to execute the browser exploit it gives me the message "An error has occurred. Please save your data in any software in use, and then restart the system". I've been looking on a few threads on this issue but none have been able to fix my problem. I've cleared my cookies, cleared my bookmarks, cleared my save file for the web browser, and even formatted my 3ds, but I keep getting the error.
What's your firmware version and do you have the launcher.dat in the SD card (the one inside the 3DS)?
Yup. Only roms should go to the mSD card in the GW card. The launcher.dat needs to go to the root of the SD card that goes inside the 3DS
Btw, useful info when booting into GW:
Press L when screen turns get grey = Go into GW Menu
Do not press anything = Go directly into GW Mode (it might appear that you went back to the home menu but if you press select, it will open the multirom menu)

You should always have emunand updated unless someone knowledgeable tells you not to.
But you don't need to be in the latest firmware in order to play online. Only to access eShop.
And GW doesn't "emulate" eShop games. It can install them and use them just as if they were real.
You should also follow Maxconsole's guide. Don't follow guides made by flashcart shops, they tend to not be accurate.
And there's only one Gateway. The "ultra" is just the designation of the latest 3.x version of the software.
Plenty of other uses, read the guides and ask when in doubt.

I'm looking for a cheap flash cart that can emulate the newest firmware, and use the eShop. The wiki says "Flashcart required" for an 8+ emunand on the Gateway 3DS card. What does that mean?
Not sure I understand your question but I believe you must have a GW card to run GW mode emunand.
Not sure what you consider cheap but a GW will cost about $70 maybe less if you buy from China.
