No, freeShop is broken on all versions, forever.
They required that game
downloads and send the servers your ticket. Old firmware versions won't do that and the download is disallowed. If you send a fake ticket you won't be allowed to download and probably will be banned.

before the break, only the titleid was required.
now they require that 2 new private headers are to be sent to the server along with the titleid,
x-authentication-data and
x-authentication-data key (AES)

If what you say is true, and old firmwares aren't programmed to send those 2 new headers,
and the servers request the new type of check no matter what,
why would some games work, and Nintendo ones wont?

i haven't followed the history of the cfw/ninty update war.
EDIT: And did it stop on 11.2 or 11.8?
i know the answer is that it wont work no matter what.
