Technically speaking, GBAtemp has likely always worked in the 3DS web browser. Using it will just be an unbearably slow and broken experience. Always use a standard desktop or mobile web browser like Chrome or Firefox when possible.

Pretty sure it's already possible. It's just that smartphones exist.
