Main changes for version 8.1.0-19U
Update released: August 6th, 2014

• Further improvements to overall system stability and other minor adjustments have been made to enhance the user experience.

1. If your 3DS system number is during 4.1~4.5, we recommend you don’t upgrade.
2.If your 3DS system is lower than 7.x and the R4 Card bought before Aug 26. 2013, you should upgrade your r4 card first then upgrade the 3DS system.
3.If not 1 or 2 you can upgrade your 3DS system safely.

Both my 3ds' just keeps error-ing, won't update...., so no e-shop either for now.. Good job N., that's the way to keep sales up and rolling...

I think it's far less than that. "improvements to overall system stability and other minor adjustments have been made to enhance the user experience" is the most generic update description possible. They probably just want to make some minor changes sound significant, since all they changed was the eShop and the version number.

My guess...

I think they have somehow linked the 3DS and Wii U to where if one updates the other needs it. Just a theory, I could be hella wrong.
