No, the puzzles don't work that way. Only special Miis can give through Spotpass. The rest of us have to get pieces through play coins or Streetpass (and only Streetpass or the Special Miis for the pink/purple pieces).

Yes. Got mine around 4am EST, which would put the rollout around Midnight PST, if I'm right on the time zone. I'm reasonably sure just connecting to any Spotpass source (Home WiFI or even a Nintendo Zone Hotspot) should trigger the event.
