Hacking 3.0u firmware to 3.2u? is this a safe way?

I have been reading a lot of the tutorials on here and alot of people like starfall to block updates. So I was thinking about upgrading my 3.0u firmware to 3.2u and saw this:

"11. Load B. IOS Downgrader in Homebrew Channel. Just follow any prompts until it tells you it is complete.
12. Load C. cIOS Downgrader in Homebrew channel MAKING SURE you PICK YOUR CORRECT REGION
3.2U = USA/Canada, 3.2E = Europe, 3.2J = Japan ... you should then be on version 3.2 once completed

Special note: cIOS Downgrader is NOT the same as IOS Downgrader. This is what will upgrade or downgrade you to version 3.2 firmware which will allow you to install starfall. "

Is this perfectly safe for me to do to go from 3.0u to 3.2u? Eventually I want to be able to get the Wii Fit and I have heard horror stories with the updates and softmods.

Another question I also had is should I also install the safe update 3.3.? If I did this would I have to reinstall IOS249?
