So here is the story, my older brother noticed I was getting many Arm11 (Core 0) Errors aton on games, so he went to google and found a video that made me delete the Nintendo 3ds/(the code)/(more code)/extdata/00000000/0000008f folder, that caused my 2ds to glitch out and now I cant turn it on, I bought a new sd card and formated it, but I still need help turning on the system without getting this error. Thanks

Never follow video guides.

The good news is that in this case the advice is in fact the same that you would find at https://3ds.hacks.guide/troubleshooting#other-troubleshooting – but deleting that 0000008f folder probably wasn't going to solve random arm11 crashes. It's more likely your old SD card was failing.

Anyway, to set up a new SD card, you should follow https://3ds.guide/restoring-updating-cfw .

The "fs" error is not at all common, though. It's possible your unit's hardware is failing.

If you want to uninstall CFW, follow this: https://3ds.hacks.guide/uninstall-cfw

Then, you can rehack it if you'd like by following the guide again
uninstalling cfw in this case is likely only going to make things worse. especially if they updated to latest firmware already.

It also wont magically make all the errors that are showing up dissappear either.
