Hacking 2DS with firmware 11 - hard mod to downgrade?

Hi,

I have a 2ds with firmware 11.x on it. From what I have read if I get a hardmod done then I can then downgrade and install arm9 cfw etc. Is that correct?

Just want to check that before I pay for it to be modded.

I often read what I want into something only realising that it did not say what I thought it said at a later, often important, stage! Reading comprehension is a tough skill.
