Get a game that will update you to 4.x. Use rxtools with sig checks patched out

I want to have access to the best hacks currently available (games/homebrews), but I dunno what it is, and if possible without Gateway or Sky3DS.

you will need a retail cart to update to 4.x, don't update past 4.x as you currently have no browser installed, so your only chance of hacks will require you to have both a NDS flashcard and a retail game to update to 4.x

Skylanders Giants is 99 cents at gamestop. Use it to upgrade the firmware to 4.1. Works well, I used it a while back to upgrade 2.x firmware to 4.1..

(that's 98 games barring a few repeats)
I would avoid nintendo published games as they're 1. expensive 2. prone to re-prints with higher firmwares.
