    No, winRAR and other such "zipping" tools compresses files lossless as good as possible, always having the file back to the exact byte it was before you compressed it. The file might come out corrupt or something like that in rare occasions, but nothing gets degraded thanks to the compressing...

    I recommend using "MiniTool Partition Wizard" ( Home Edition ) it's free. You decide how you want your partitions, then apply them, when it shrinks the first partition (which it does to make place for the new partition) it automatically moves all the data to the right partition, works great...
