It's highly unlikely to reach the scale of PC textures on the Switch due to a limit of video memory. This would cause crashes. The textures already in the game are a down-scaled version of PC's, so it's probably the best you will get.
Dragon Quest is still being worked on. The specific ini files don't always register effect changes. The best we have at the moment is enhanced draw distance. More is most likely to come, but resolution doesn't seem to be viable as of yet. Just like everything though, most likely will change.
Only recommended to lower settings to increase performance. Anything else is up to the user to play with, some settings may be able to be upped, but I definitely wouldn't recommend it.

I personally overclock gpu to the 800 option and everything else maxed. Best to play around though with it, playing with the highest gpu overclock means fans are doing overtime, but will also lead to performance.
For the most bang for your buck, yes, the highest overclocks are only achieved while charging. But you can play around with lower clocks to variable results.

How do you turn off post processing effects? I'm think also, to maybe turn down distance scale to either 1.5 or 2.0 but I haven't actually tested it yet.
