Hacking A9LH, Luma -- System turning off immediately.
You can also use EmuNAND9 on the 3DS to format the SD card correctly. Of course, you'll have to launch it using another, functional memory card first.- Solaire

Homebrew [WIP] SafeSysUpdater
Using cpasjuste's SSU v1.0, I got a partial when downgrading my N3DS (E) from 9.9.0 to 9.2.0. After 15+ attempts, I still wasn't able to continue the downgrading process by relaunching that version of SafeSysUpdater - it would freeze in various places before starting the downgrade. Just give it a try, but honestly if you have a 3DS you can play DS games without a card just off the internal SD card -
