After checking with 3DSident, I figured out that both screens actually are IPS. One person actually did tell me that the bottom screen is likely IPS NEO but that my top screen isn't. From what I know, the regular IPS screens seem to have that tint while IPS NEO screens don't.
If you don't want to download a torrent client for the sole purpose of hacking your 3DS, you can probably use a website such as zbigz as a means to download the files. Most of these websites do have a file size limit and are painfully slow so you'd have to be patient with them.
I actually have seen one dual IPS NEO system on eBay once but it was sold from China, would likely not be a USA region system, and was an XL model (which I don't really want). I do find it ironic that the superior screen on my system would be the screen that I would hardly ever look at though...
I used the newest payload and it told me that both of my screens have IPS displays which makes me wonder even more what the deal is with the top screen.
That doesn't sound right... I bought this as a dual IPS screen system but the fact that the top screen has an odd tint as well as the fact that I'm not quite sure about the bottom screen makes me wonder if I got scammed out of a lot of money.
Also, I can't run homebrew on it at the moment...
